Apparently no officer bearing the ran of Lieutenant appears in Wing Commander II: Vengeance of the Kilrathi, however according to the Kilrathi Saga manual, Downtown was a Lieutenant, although his rank is not mentioned in dialogue, and in the cutscenes he appears to wear Captain's badges.
