Vega VII is a Confederation planet, presumably the 7nth in the Vega system.
The family of Michael Casey was there when the Kilrathi attacked the planet.[1] This event must have hardened Casey, making him a viscious pilot hating the Kilrathi. Each time he made a kill he said "For Vega VII".
